Sedef Dearing

Deputy Director General and Director, Migration Dialogues and Cooperation

Sedef Dearing serves as Deputy Director General and Director of Migration Dialogues and Cooperation at ICMPD. She brings over three decades of experience in shaping migration policy, fostering regional cooperation, and managing complex international programmes. Dearing leads strategic and institutional development at ICMPD and oversees operational activities in key migration regions including the Western Balkans, Türkiye, Eastern Europe, Central Asia, the Silk Routes, the Mediterranean, and Africa. She also directs the Secretariat work of several major intergovernmental dialogues, such as the Budapest, Prague, Rabat, and Khartoum Processes. Previously, she led ICMPD’s Regional Office for the Silk Routes, covering countries from South Asia to the Middle East. Before joining ICMPD in 2011, she worked across migration research, policy analysis, programme management, and international development, including roles in European institutions. Dearing holds a master’s degree in International Relations from Boston University.
