Andrew Munro serves as Assistant Secretary for Civil Policy and Legislation, leading on all civil policy and legislation issues in the Department’s remit. They include: Migration and Asylum; Data Protection, Access to Justice, Rule of Law, Civil Justice Cooperation and Reform; Judiciary; Courts; Personal Insolvency; Defamation and Anti-SLAPP law. He represents Ireland on the ICMPD Steering Group. He also chairs the Interdepartmental Group responsible for Ireland’s Migration and Integration Strategy, and his teams are leading on the legislation to implement the EU Migration and Asylum Pact, and represent Ireland at SCIFA, IMEX, AWP, EMWP on negotiations the Returns Regulation and other EU files. Munro previously served as Assistant Secretary to the Government. He is a Barrister-at-Law, holds a master’s in Economic Science, and diplomas in Migration and Asylum Law and Legislative Drafting.
