Hans Leo J. Cacdac serves as the Secretary of the Department of Migrant Workers (DMW) of the Philippines. Previously, he held the roles of Officer-in-Charge and Undersecretary for Foreign Employment and Welfare Services at the DMW. His experience, gained from his previous roles as Administrator of the Overseas Workers Welfare Administration (OWWA) and the Philippine Overseas Employment Administration (POEA), and as Undersecretary of the Department of Labor and Employment (DOLE), has helped him influence both national and international labor and migration policies. At the international level, Cacdac has held the positions of Vice-Chair of the Special Tripartite Committee of the Maritime Labour Convention, Vice-Chair of the ASEAN Committee on Migrant Workers, chair of the ILO Committee on Domestic Workers and the ILO Tripartite Workshop on Private Employment Agencies. Cacdac also led the Philippine Delegation to the ILO Experts Meeting on the Formulation of Maritime Labour Convention Flag and Port State Inspection Guidelines. Additionally, he is a Lifetime Member of the Integrated Bar of the Philippines and has served as a Philippine Bar Examiner for Labor and Social Legislation subject matters.
